The Centre for Regulation and Market Analysis at the University of South Australia held its annual competition and consumer workshop in Adelaide on 15-16 November 2013. As part of the program, NERA hosted a bidding game, "Empirical Tests and Collusive Behavior," whereby participants chose whether to collude or compete with each other with the aim of winning bottles of fine wine. NERA then used the results of the game to lead a discussion of the challenges in identifying markets in which collusive or cartel conduct is taking place, and its effect on price outcomes. Attendees of the workshop included High and Federal Court judges, senior competition enforcement officials, competition lawyers, and industry participants.
