NERA Senior Vice President Richard Marsden participated in a workshop on combinatorial auctions for spectrum in London on September 16-17. The small group event, co-organized by UK Communications Regulator Ofcom and the London School of Economics, was attended only by leading US and European experts on combinatorial auctions and by European regulators.
Mr. Marsden was part of a panel that debated the "Lessons Learned and Future Policy Challenges" associated with the growing use of package bid auction formats, including the combinatorial clock auction (CCA), for allocating spectrum in Europe and beyond. Since joining NERA in 2010, Mr. Marsden has led teams advising mobile operators on bid strategy for ten auctions featuring combinatorial bidding.
