Scott Bloomberg, Dr. David Harrison, and Eli Shakun prepared a presentation entitled “Impacts of Potential Future National Carbon Cap-and-Trade Programs” for Combating Climate Change in the Pacific Northwest, a conference hosted by Law Seminars International (LSI) in Seattle on 7–8 June 2018. The NERA presentation provided background on prior national carbon cap-and-trade programs and proposals and a discussion of key design choices for such programs. The presentation also included illustrative modeling results for programs that might be developed in the 2020s—including potential impacts on electricity and other energy markets—using results from NERA’s NewERA model.
