Associate Director Dominik Hübler will present at “Charging for Access to State-Owned Transport Infrastructure,” a virtual conference hosted by RailFreight.com and the International Union for Road-Rail Combined Transport on 21 May 2021.

In his presentation, “Charging for Transport Infrastructure in a Greening, Post-Pandemic World—Which Tools to Use?,” Mr. Hübler will look at the multi-faceted challenge of charging for the upgrades to European transport infrastructure required to deliver on the aims of the Green Deal in a world where both state budgets and operators’ ability to pay have been hit hard by the COVID-19 pandemic. He will cover various approaches that governments and rail and road infrastructure regulators take towards infrastructure charging and provide insight towards a more integrated approach. He will also discuss the implications of land transport decarbonization for the revenue sources currently used to finance transport infrastructure, as well as advanced pricing mechanisms including environmental charges, congestion charges, mark-ups, and others.

Following his talk, Mr. Hübler will chair a discussion called “Infrastructure Charging—The Good, the Bad, and the Ugly.”
