Experience

Dr. Stefan Berger is an energy and public policy economist with expertise in empirical and financial modeling and valuation methods. He provides advice and testimony on international arbitration, litigation, competition policy, market design, regulation, and taxation to help clients gain economic insights and build strong cases.

Dr. Berger has extensive experience providing economic analysis for arbitration cases in European and international markets, including matters before the ICC and UNCITRAL. Among his recent cases are an LNG supply contract in Spain, an LNG supply contract in the Pacific basin, and a pipeline supply contract in Northwest Europe.

In the area of network regulation, Dr. Berger recently advised clients regarding the design of access rules for LNG and pipeline gas in Spain. He has also supported clients in regulatory proceedings defining the relevant market for local wholesale fixed-line access in the German telecommunications market.

Prior to joining NERA, Dr. Berger worked as a consultant on public sector reform projects in Germany and Switzerland. He also taught macroeconomics, international trade, and public policy at Pompeu Fabra University.
