Forum Europe held its sixth annual conference on spectrum management in Brussels on 14-15 June 2011. This year's event was held during a period in which much debate was taking place around the European Commission's proposed first Radio Spectrum Policy Programme (RSPP), which outlines at a strategic level how the use of spectrum can contribute to the most important political objectives of the European Union from 2011 to 2015. NERA, as a knowledge partner for the event, advised on the agenda, which focused on a number of major themes in spectrum management, including the proposed RSPP and the allocation of additional spectrum for wireless broadband. On the first day of the conference, NERA Senior Vice President Richard Marsden chaired a session entitled "Spectrum Auction Formats and their Impact on Bidders and Outcomes," which explored whether regulators in Europe are adopting the appropriate radio spectrum formats, as well as the options for tackling low competition. He also chaired a session entitled "Competition in Spectrum Awards." In addition, Senior Consultant Dr. Soren Tang Sorensen presented an "Overview of Recent Auction Formats."
