On 13 November, Director Bruno Soria will participate in the 12th Latin America Spectrum Management Conference, moderating a panel discussion titled “Maximizing the Socioeconomic Value of Spectrum in Rural and Remote Areas” in Buenos Aires, Argentina. NERA is a proud knowledge partner of the conference.
While notable advancements have been made in enhancing connectivity throughout Latin America, stark digital divides persist between urban centers and rural or remote communities. Bridging these gaps involves more than just infrastructure; it necessitates spectrum policies that foster flexible, inclusive, and innovative access models. A varied combination of strategies—such as shared spectrum frameworks, local licensing, community-driven networks, satellite services, and fixed wireless access—will be essential for realizing meaningful connectivity in underserved regions.
This panel discussion will explore how spectrum strategies can be designed to maximize social and economic value in rural regions, support local development, and ensure no community is left behind in the digital transformation. Dr. Soria will speak alongside URSEC Uruguay Head of Spectrum Management Héctor Bude, ANE Colombia Deputy Director of Spectrum Management and Planning Nicolás Silva Cortés, Dynamic Spectrum Alliance President Martha Suárez, WelchmanKeen Senior Manager Gustavo Javier Fernández, and Viasat Regulatory and Market Access Director Olmo Ramirez.
In a separate session, Dr. Soria will present on “Spectrum Award and Pricing Mechanisms—Lessons from the Region.” He will explore recent awards across the region and analyze how pricing and award methodologies are evolving. The session will feature case studies from important Latin American markets and insights from the mobile community. The session will also investigate how various pricing strategies can promote network deployment or pose obstacles to participation.
