The CO2nnecting Europe Conference 2025, taking place in Copenhagen on 16 January, will gather stakeholders across the carbon capture and storage (CCS) value chain. The conference aims to address how Europe can transition from a public-funded, policy-driven industry to a market-driven value chain that enhances industrial competitiveness and supports ambitious net-zero targets.

NERA Director Dominik Hübler will participate in the panel “Developing CO2 Infrastructure for Cross-Border Success,” which will be moderated by CCS Europe Director Chris Davies. Mr. Hübler will present the case study “The German H2 Model as Inspiration for CO2 Infrastructure” and discuss the challenges of providing incentives for new infrastructure that faces uncertain and politically driven demand. Mr. Hübler will discuss key risks faced by CO2 transport infrastructure developers and possible mitigants using case studies from industries including hydrogen networks, fibre networks, and oil and gas. He will present a detailed case study of the German “hydrogen core grid,” a major infrastructure investment for which NERA helped develop the regulatory support package. Mr. Hübler will explain what can (and cannot) be learned from this innovative risk mitigation mechanism for future CO2 transport investments, expanding on an earlier article on the topic available here. In doing so, he will also draw on ongoing NERA work comparing CO2 transport support and regulatory schemes across Europe.

With speakers from Danish, German, and Swedish regulatory authorities and high-profile industry stakeholders, the CO2nnecting Europe Conference 2025 promises to be an essential event for anyone involved in the CCS value chain.
