On 18–19 June, Senior Managing Director Richard Marsden and Consultant Yasmine Frizlen will participate in the ForumGlobal 20th European Spectrum Management Conference. Mr. Marsden will speak in the panel “20 Years of the European Spectrum Management Conference” with Aetha Consulting Partner Amit Nagpal, European Commission Former Head of Unit for Spectrum Policy Ruprecht Niepold, and Télécom Paris Professor Emeritus of Economics Gérard Pogorel. This panel of experts participated in the first-ever European Spectrum Management Conference in 2005. They will look back at how spectrum policy has evolved—or in some cases, remained consistent—over the two decades since, while also sharing their insights on what lies ahead. The panel will discuss successful initiatives, enduring themes and priorities, and future spectrum policy and technologies developments regulators and stakeholders can prepare for.
Ms. Frizlen will moderate two panels during the conference. The first panel “2030 and Beyond—A Vision for the Future of the Sub-700 MHz Frequencies” will include RSPG Co-Chair Andreas Agius, Swedish Post and Telecom Agency Director Jonas Wessel, Nokia Senior Principal Ulrich Rehfuess, and Sennheiser Spectrum Policy and Standards Manager Vaughan John. Following a recent public consultation and workshop, RSPG is launching its draft report “The Future Usage of Sub-700 MHz Bands in the EU” the day before this event. Against this backdrop, the session will discuss the long-term future of these key frequencies and the key stakeholders utilizing them. The panel will also look at the WRC- and ITU-level protection of broadcast services as the exclusive primary user in the band until at least 2030 and the discussions of what comes next.
Ms. Frizlen’s second session, “Charting the Course Towards WRC-27—Early Regional Priorities, Objectives, and Strategies,” will include Ofcom Chairman Stephen Talbot, Denmark Agency for Digital Government Senior Advisor Jeppe Tanderup Kristensen, and GSOA Vice President of Public Affairs Natalia Vicente. This session will discuss Europe’s key priorities and regulatory strategies taking shape for WRC-27 as stakeholders start to outline their priorities, objectives, and strategies for the next cycle and early indications of Europe’s position on critical agenda items emerge. The panel will consider the areas within Europe and across Region 1 in which consensus seems likely and in which differences are being seen. It will explore the roles of key European stakeholders and how they, in developing European plans, can strengthen Europe’s position on key agenda items. Panelists will also discuss the initial outcomes of CEPT’s preparatory work, lessons from WRC-23, and the evolving landscape of spectrum harmonization across the region. By examining emerging trends, potential challenges, and areas for greater coordination, the discussion will provide insights into how Europe can develop a cohesive and effective strategy for WRC-27.
