On 26 March 2025, Director Bruno Soria delivered a keynote speech at the Workshop on the 2nd Review of the Brazilian Plano Geral de Metas de Competição (PGMC (General Plan for Competition Goals)) hosted by Brazilian telecommunications regulator Anatel.
In his discussion, “Functional Regulation: How Regulation Can Foster Investment in Telecommunications Networks to Contribute to Bridge the Digital Divide and to Meet the Needs of Consumers and Business by Expanding the Sector,” Dr. Soria concluded that “the introduction of functional based regulatory proposals can further improve Brazilian telecommunications regulation and ensure regulatory stability amid technological innovation.”
Functional-based regulation is a regulatory designed criterion that aims to give equal regulatory treatment to services that users see as substitutes. It was proposed for digital markets by Senior Managing Director Jeff Eisenach and Dr. Soria in their 2016 NERA report “A New Regulatory Framework for the Digital Ecosystem.”
