On 30 July, Senior Managing Director Benjamin Chee and Consultant Jane Kim will present “Case Study: Using a Virtual Power Purchase Agreement (VPPA) in the Compliance Market” during EUCI’s Renewable Energy Credit Markets 101 course. Drawing on their experience in Pennsylvania and Illinois, Mr. Chee and Ms. Kim will examine compliance-market REC transactions in PJM and MISO, with a particular focus on the priorities and risk considerations of utility counterparties.
The session will explore key VPPA contract design and negotiation considerations, including REC eligibility and delivery requirements, pricing and settlement mechanics, credit support, performance obligations, regulatory-change provisions, and risk allocation. Mr. Chee and Ms. Kim will also discuss the practical limitations and challenges of using VPPAs in compliance markets, giving attendees a clearer understanding of when this structure may be appropriate and which contractual protections utilities should consider.
