Pakistan Telecommunication Authority (PTA) has published the draft information memorandum (IM) to auction almost 600 MHz of spectrum suitable for 4G and 5G mobile networks. This substantial increase in mobile spectrum has the potential to transform cellular communication in Pakistan, making much higher network capacity and mobile internet speeds possible.
A NERA team, led by Managing Director Soren Sorensen, is advising PTA on the spectrum auction, including the award design, drafting the IM, and implementing the bidding process, which will use a clock auction design. Publication of the IM follows government approval of the auction design developed by NERA for the PTA. The auction is expected to take place in Q1 2026, subject to consultation on the draft IM with the industry. Spectrum is available across six major bands: 700 MHz, 1800 MHz, 2100 MHz, 2300 MHz, 2600 MHz, and 3500 MHz.
